We believe it is crucial for Arizonans to have diverse and inclusive representation beyond law enforcement on the Board of Executive Clemency, as these decisions have a profound impact on the lives of those incarcerated.

The Arizona Board of Executive Clemency (BOEC) serves a crucial role in the justice system by providing recommendations to the governor regarding the granting of reprieve from the death penalty or execution when the Attorney General obtains a warrant of execution. Prior to a scheduled execution, the clemency board convenes approximately two weeks in advance to conduct a hearing. Through a vote, they determine a clemency recommendation to present to the governor.

In Arizona, it is essential for the governor to receive a recommendation in order to grant clemency. However, it has come to our attention that the current board lacks representation from communities affected by crime or mass incarceration. The majority representation of the board members is reflected in individuals with law enforcement backgrounds.

The BOEC also holds the power to decide who receives commutation on their sentences and handles parole revocations.
